简要规格描述或项目基本概况介绍、用途：****点击查看委员会为建立健全与城市安全运行和高质量发展相匹配的物资储备体系，切实提升新区物资储备保障能力，拟委托符合资质企业采取企业动态储备的方式，负责方便食品、饮用水等9个品类生活保障类物资的储备事宜。（详见招标文件第三部分-服务需求书）。

Brief specification description or basic overview of the project: The Business Committee of Pudong New Area intends to entrust qualified enterprises to adopt the mode of dynamic enterprise reserves to be responsible for the reserve of living security supplies in 9 categories, including convenient food, drinking water, etc. This is to establish and improve a material reserve system that is in line with the safe operation of the city and high-quality development, and effectively enhance the material reserve and guarantee capacity of the new area. (For details, please refer to Part III - Service Requirement Document of the bidding documents.)

合同履约期限：本项目为一招三年项目，合同一年一签。首个合同服务期限为2025年4月1日至2026年3月31日。

The Contract Period: This project is a project for a period of three years with the contract signed annually. The service term of the first contract is from April 1, 2025, to March 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the relevant policies and regulations of government procurement that encourage and support innovation, green development, as well as support for small and medium-sized enterprises, welfare enterprises, etc.

(c)本项目的特定资格要求：3、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；
4、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人，不得参****点击查看政府采购活动；
5、本项目不允许转包；
6、本项目面向大、中、小、微型企业，事业法人等各类供应商采购。

(c)Specific qualification requirements for this program: 3. Potential bidders that provide overall design, specification compilation, or services such as project management, supervision, and inspection for the procurement project shall not participate in the procurement activities of this project.
4. Different potential bidders with the same person in charge of the unit or with direct holding or management relationships shall not participate in the government procurement activities under the same contract.
5. Subcontracting is not allowed for this project.
6. This project is open to procurement from various suppliers, including large, medium-sized, small, and micro enterprises, as well as institutional legal persons.

开标所需携带其他材料：提供投标文件正本一份、副本四份（纸质文件）并密封，须与上传的电子投标文件内容一致，如果上传的电子投标文件与纸质投标文件存在差异，以上传的电子投标文件为准，纸质文件仅作备查使用,不作为评审依据，届时请投标人的法定代表人或其授权的投标人代表持投标时所使用的CA证书和可以无线上网的笔记本电脑出席开标会。

Other materials to be carried for the bid opening: Provide one original and four copies of the bid documents (paper documents) and seal them. They must be consistent with the uploaded electronic bid documents. In case of any discrepancies between the uploaded electronic bid documents and the paper bid documents, the uploaded electronic bid documents shall prevail. The paper documents are only for reference and not used as the basis for evaluation. At that time, the legal representative of the bidder or the bidder's authorized representative is requested to attend the bid opening meeting with the CA certificate used during the bidding and a laptop computer that can access the Internet wirelessly.
