简要规则描述：按照《生活垃圾分类精品居住区（村）建设标准》及评分细则，对辖区内15座垃圾厢房进行专项升级改造。工程内容包括：原有厢房拆除扩建、水电排水等安装、升级照明、除臭杀虫、通风、冲洗设备，增加绿植花卉、涂鸦彩绘等提升投放环境，增加智慧化应用场景、接入系统平台等。（具体数量及要求详见图纸及工程量清单）

Brief Specification Description: In accordance with the "Quality Standards for Construction of Residential Areas (Villages) for Waste Classification" and the scoring criteria, a special upgrade and renovation of 15 garbage bins has been carried out in the jurisdiction. The project contents include: demolition and expansion of the existing bins, installation and upgrading of water, electricity, drainage, upgrading of lighting, deodorization and pest control, ventilation, cleaning equipment, addition of green plants and flowers, graffiti painting, etc. to improve the disposal environment, and addition of intelligent application scenarios and connection to the system platform, etc. (The specific quantities and requirements are detailed in the drawings and the engineering quantity list.)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement and support their development: This project is specifically for procurement by small and medium-sized enterprises. During the evaluation process, no price discount benefits will be applied to products from small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as micro and small enterprises; (3) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions in terms of technology and services, priority procurement will be given to products listed in the product catalog of "Financial Department Document No. 18 [2019]" and "Financial Department Document No. 19 [2019]" issued by the Ministry of Finance. (c)本项目的特定资格要求：1、未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须具有建筑工程施工总承包三级及以上资质；
3、具有安全生产许可证（有效期内）；
4、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
5、业绩要求：无；
6、其他要求：无。

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonest executors, major tax violation subjects, or serious illegal acts in government procurement as listed on "Credit China" (www.****点击查看.cn) and the China Government Procurement Network (www.****点击查看.cn); 2. Must possess a construction general contracting qualification of level three or above; 3. Have a safety production license (valid within the period); 4. The project leader to be dispatched should have a registered construction engineer qualification of level two or above in construction engineering, possess a valid safety production assessment certificate, and not be serving as the project leader of other ongoing construction projects; 5. Performance requirements: None; 6. Other requirements: None.
